The main profits were made by the military arms and equipment manufacturers
to help the U.S. gear up for the "War On Terror". These weren't just the
increases for additional anti-terror equipment; their lobbyists, helped by
the U.S. congress, were able to reverse some previous military spending
cuts that had been made in weapon systems. Tanks, missiles, advanced fighter
aircraft -- these last were not ground-support aircraft, but advanced supersonic
fighters designed to fight the USSR.
Security/Police equipment manufacturers made windfall profits too, supplying
the needs of municipalities across the U.S. -- small towns in Nebraska
included -- so they could each have their own anti-terror squad complete with
armored vehicles.

there is a certain irony about complaining about a group "creating fear" while you spout out this nonsense. The fact of the matter is that even if it is technically legal (I'm not sure it is, but I don't know enough about it to debate) it is not practicable. The United states is a huge place, there are very limited resources. There are a lot of criminals, we catch very few of them.
