It would make an excellent 'haibun' and haibuns are definitely poetry.
It has the elements that make up a haibun, prose interspersed with haiku or haiku like poems.
So call it a haibun and stick it in miscellaneous.

The art of good haibun is to use the haiku breaks to take you somewhere unexpected.
