Peace on Earth

If thou shall not kill 
was in regards to warring
would peace be one?

First thought on reading:  presumes the reader knows the Commandment translates more accurately as "Thou shalt not murder," i.e. there's a colorable exemption for war.  Good, but slightly elitist   .

Second thought is, obviously, that a "Yes" answer is conditional on all people(s) accepting the Commandment(s) - otherwise the compliant would be (militarily) slaughtered by the non-compliant.  There's passive/pacifist resistance, but it only works against self-doubting authorities.

Third, the homonym:  "won" for "one."  Or even supply another syllable on L3, "would peace then be won?"
