"WHEN needing help...' so why 'go to china " A bit tongue in cheek. Nobody really seems to like the US, they seem to think it is arrogant and overbearing (which is true), so now that China is the economic Superpower people have an alternative choice.
In terms of who is voicing this, if you look at the first line it gives a clue to that. "so sad to tell you". That is not the way a native English speaker would say that, so from the first it is an Asian voice (they frequently drop the pronoun) that is speaking, but pretending to be "English" and objective. This is something that is seen often with the propaganda that comes out of Totalitarian states pretending to be other than they are.Of course North Korea is the funniest. I just love how any citizen in North Korea with their leader's god's name must officially change theirs. What a fun country to live in. I think they just recently banned DVD players as they were smuggling DVDs in from South Korea, and of course the DVDs were saying things that were of course not true.
I decided to change "You're" in L2 to "you" to make it a little more obvious who is speaking. You get the credit for that. Thanks.
