I don’t officially know, but my best guess is this:

Originally, the site required three critiques in the workshops in order to join.  Also, for every poem posted in the workshop, we still require at least one valid piece of critique also in the workshops.  The other forums, though they welcome feedback, they do not require it.  I think the post count was mostly a tool to help the mods keep track of whether or not people are behind or caught up on their workshop feedback. 

I don’t think it’s about time spent on the poem.  Just about which forums require feedback in order to post a poem vs which are more optional.

At least that seems to me the most likely reason.  I don’t know if it still works as it should, so I always count posts to poems manually.  Perhaps Addy or Todd may know if this is the correct answer?
